If you have previously been banned or currently have lots of penalty points you can still get insurance but most likely at a higher rate.
Remember any claim made against your insurance company may affect your no claims discount and could lead to higher premiums. You can sometimes protect your no claims with an optional premium. make sure this is transferable to other companies though.
Young drivers under twenty five could consider being placed on their parent's policy as a named driver, as insurance costs for young drivers can be high. However in most cases they will not be able to build up their own no claims bonus. Some insurers will not insure someone who is not the registered owner of the car also.
